Former top Humberside Police officer faces rape and stalking charges

A SENIOR police investigator who ran a long-running inquiry into allegations of sexual abuse at a former children’s home has been charged with rape, stalking and harassment.

A spokeswoman for the Crown Prosecution Service said Colin Andrews, a former chief superintendent with Humberside Police, was charged with four offences yesterday.

He is charged with rape that allegedly took place in 2003 and with harassment that allegedly took place between 1 August 2012 and 13 August 2013.

Mr Andrews is also charged with stalking between 31 May 2013 and 20 August 2013 and with common assault on 20 August 2013.

The charges follow an investigation managed by the Independent Police Complaints Commission (IPCC) and carried out by Durham Police.

Mr Andrews retired in 2012 but returned to the force as a civilian investigator to continue his role leading a major, three-year inquiry into historical abuse allegations at the former Catholic-run St William’s children’s home in Market Weighton, East Yorkshire.

The IPCC involvement followed Mr Andrews’s initial arrest in August last year after an alleged assault on a man and a woman in west Hull after which he was suspended by Humberside Police.

The force subsequently referred the matter to the IPCC and Mr Andrews was arrested again in October in relation to other alleged offences.

He was bailed after being charged yesterday and is due to appear at Manchester Magistrates’ Court on February 14,
