Concerns plans for Howden would leave it “without bypass” as new homes and school planned

Developers and objectors have made their case to councillors over plans to expand Howden with up to 1,900 homes, a new school, supermarket and pub ahead of a crunch planning meeting.

East Riding Council’s Planning Committee heard views from the applicants and an objector on the plans, which also include expanding Howdens Joinery, today (Monday, June 19).

Jonathan Atkinson, of applicants JG Hatcliffe, said the plans would create the Howden of tomorrow, with conditions controlling when and how it would be built following local consultation.

But Andrew Rose, speaking for a neighbouring landowner, said the development was premature until the East Riding Local Plan is approved and could leave the town without a proper bypass.

Today’s meeting comes ahead of a decision on the plans which are set to go before councillors on Thursday, June 22.

Council planning officers have recommended that they are approved following talks with the applicants and the securing of legal agreements.

The plans would see the homes, a primary school, pub, hotel, medical centre, care home, supermarket and green spaces built on land north east of the town centre.

The land earmarked for development is between Station Road and Thorpe Road with the application also proposing a new relief road between the two.

A new factory for Howdens Joinery would also be built as part of the plans.

The outline plans would approve the amount of homes in principle and land would then be parcelled out for house building.

Councillors heard future developers would be subject to a design code controlling how homes are built and none could be occupied until the relief road is open.

Mr Atkinson said the developers were keen to give locals certainty following consultations with them, Howden Town Council and other local stakeholders.

He said: “Our vision from the outset is to create a unique, mixed use scheme which reflects the area and brings added benefits.

“The old and the new will be connected by green space, forming a green heart for Howden, it also includes new key vistas towards the minster.

“This development offers a wonderful opportunity for affordable housing.

“Together we will deliver a quality development which people can be proud of, creating the Howden of tomorrow while retaining the Howden of today.”

But Mr Rose said the plans had been put forward before the Local Plan, which would permit the expansion through to 2039, had been approved by the Government.

He called on the committee to put the plans on hold until the Local Plan is approved and adopted, in around six months’ time.

Mr Rose said: “This is premature, inspectors are still looking at whether that amount of homes is justified and soundly based.

“It only provides half of the northern link road and the majority of the development would be in the Eastrington parish.

“A full link road is required to benefit the town and provide a direct route from the A614 to the A63, it could by pass the centre of Howden entirely.

“The current proposal just adds congestion, it isn’t a proper by pass.”
